CWSA 1999 Report on Unit Cost in Ghana

Under on-going reforms in its development policies, the Government of Ghana (GoG), through the Ghana Water and Sewerage Corporation (GWSC), set up the Community Water and Sanitation Division (CWSD). The National Community Water and Sanitation Programme (NCWSP), a programme of the CWSD was launched in 1994 as a means of implementing the Government’s new sector policy for rural and small town community water and sanitation.

The Government’s role under the NCWSP is to evolve from one of active involvement towards encouraging greater user-community, self-reliance, ownership and management of water and sanitation services.

Life-cycle costs of sustainable water, sanitation and hygiene (WASH) service delivery - A case study of the Bosomtwe-Atwima-Kwanwoma District (BAKD)

A study conducted in one small town, three borehole pipes and three household latrines.The results show that the Government of Ghana/Partner Agencies provides the investment cost and some aspects of the support cost leaving out the capital maintenance and operation and maintenance costs. These costs are paid by the users of the facilities. Normally the Government of Ghana ignores operation and minor maintenance and replacement which are often paid by the users, but as soon as the users fail to pay for these costs, the system breaks down. The quality of service derived from the house connection is high compared to the communal stand pipe connection. The quality of service of water supply in Abono is relatively low compared to that of Petriensa and Kuntanase though the people are willing to pay more for a better service.

Interview with Charlotte Engmann and Frempa-Yeboah

An interview with Charlotte Engmann from the Community Water and Sanitation Agency (CWSA) and Frempa-Yeboah from the Ministry of Water Resources Works and Housing (MWRWH) who are active Task force and LA members of the WASHCost revealed that in some cases, cross cutting nature of the WASH sector makes it a good entry point for many development interventions for which reason the sector has been characterized with multiplicity of institutions; And given the fact that they are linked institutionally to different ministries and having their own separate budgets and development plans there is a strong possibility for paths to cross. However, the fact that the legal and regulatory instruments that establish these institutions clearly indicate their mandates, there are complimentary roles rather than overlaps especially in the sense that duplication is usually avoided through different collaborative mechanisms.
