WASHCost Mozambique Inception Phase Report
The National Directorate of Water (DNA) within the Ministry of Public Works and Housing (MOPH) is the lead institutional partner of WASHCost Mozambique. A Cooperative Agreement was signed between IRC and DNA after the approval of the project by the Minister of MOPH. The approval and Agreement give the necessary credibility for the project, and show the government’s commitment in fully support the project’s activities.
WASHCost will be physically hosted within DNA. During the data collection phase the WASHCost Core Country Team (CCT) will be located within DAR (Department of Rural Water Supply), which is responsible for the strategic management of water supply in rural areas, and will facilitate data collection and linkages with relevant implementing institutions. For the embedding phase, it is planned to move the CCT to the GPC (Planning and Control Office) which is responsible for planning, budgeting and control of the whole water sector in Mozambique, including the decentralisation process.
DAR has nominated a respected staff member as the focal point person to facilitate the WASHCost Learning Alliance, and ensure access to secondary data at district and provincial levels. It is also a clear demonstration from the Government of commitment to the project.
Following a rigorous selection process, a Hosting Agreement was signed with CoWater Consultores Lda, a Mozambican-based private company, in order to ensure a legal and financial conduit for WASHCost Mozambique. CoWater assumes full responsibility for the recruitment of project employees as well as its own employees, and for the performance of all obligations under applicable labor, tax and social security laws regarding these employees.
